UAE Calls for Action, Not Austerity, in Global Reform Efforts

The United Arab Emirates has renewed its call for comprehensive and ambitious reforms to the United Nations system, emphasizing that the true measure of progress should be peace, security, sustainable development, and humanitarian impact — not budget cuts or financial efficiency alone.

This position was presented by Dr. Marwan Obaid Al Muhairi, a member of the Federal National Council (FNC) Parliamentary Division, during the 151st General Assembly of the Inter-Parliamentary Union (IPU) held in Geneva, Switzerland.

Al Muhairi participated in discussions within both the Committee on United Nations Affairs and the Forum of Young Parliamentarians, underscoring the UAE’s active role in shaping the future of global governance.


The United Nations at 80: A Turning Point for Reform

During the session titled “The United Nations at 80: An Unprecedented Comprehensive and Ambitious Reform of the UN System,” Al Muhairi highlighted that the UN’s 80th anniversary represents a critical milestone — a moment to strengthen the institution’s effectiveness and align it with the complex global challenges of today.

He noted that meaningful reform must go beyond administrative adjustments and address the core functions of the UN, ensuring it remains responsive to global issues such as climate change, conflict resolution, and humanitarian crises.

According to Al Muhairi, reforms carried out transparently and inclusively would help restore and reinforce global confidence in the UN system. He also emphasized that international cooperation must be based on mutual respect, equitable representation, and shared responsibility for global peace and development.


Parliamentary Role in Strengthening Global Governance

Al Muhairi highlighted the essential role of national parliaments in ensuring that governments remain committed to the UN’s principles and adequately fund its missions. He stressed that effective oversight by parliaments can help guarantee accountability, transparency, and balanced financial management while keeping the organization focused on its humanitarian purpose.

He explained that rather than focusing narrowly on cost reductions, reforms should aim to ensure the UN’s work reaches communities most affected by conflict, poverty, and climate-related challenges.

The UAE delegation reaffirmed that the primary goal of UN reform should be to strengthen the organization’s capacity to prevent conflict, mediate peace, and uphold international stability. In an era of rising geopolitical tensions and humanitarian crises, a stronger, more agile UN is vital to maintaining global order.

Advancing Climate and Sustainability Goals

Al Muhairi also stressed that climate action must be a central pillar of UN reform. He called for deeper integration between the UN’s environmental agenda and its development programs to ensure that climate resilience and sustainability are embedded in all aspects of the organization’s work.

The UAE, he noted, has consistently supported global efforts to tackle climate change — including its hosting of major international summits and its push for green innovation and renewable energy. These initiatives, he said, demonstrate how nations can lead by example within the framework of a reformed and forward-looking UN system.

Reinforcing Humanitarian Commitment

The UAE delegation underlined the importance of ensuring that humanitarian aid remains at the heart of the UN’s mission. Al Muhairi called for reforms that streamline relief efforts, improve coordination among international agencies, and ensure rapid response mechanisms for crises around the world.

Al Muhairi concluded that a successful reform process must involve all nations and stakeholders, ensuring inclusivity and equity in decision-making. He urged the global community to embrace a more participatory model of governance — one that gives voice to developing nations, empowers youth, and integrates technological innovation into global policymaking.

He also emphasized the importance of international solidarity, saying that the world’s most pressing challenges — from climate change to humanitarian crises — require collective, coordinated responses rather than fragmented national efforts.

The UAE’s participation in the IPU General Assembly reflects its ongoing commitment to multilateralism and global cooperation. Through the Federal National Council, the country continues to advocate for reform that enhances the efficiency, inclusivity, and credibility of international institutions.
